Apple open-sources Swift Build

This should unify build process with Swift Package Manager and Xcode

Swift team introduces open-source Swift Build project – Xcode build system. This effort should unify build systems across Swift supported platforms.

Swift Package Manager is expected to benefit from using Swift Build on all supported platforms.
